proposition persecution:
1. bullets are bullies.

so the United States treasury has this office called the Comptroller of the Currency and apparently they are supposed to regulate economic investment and activity of banks. For a bank to meet FDIC requirements (that little certification you see on the door of every bank you go to) they are supposed to re-invest in their communities. So, this is why you hear of banks giving away scholarships and grants, etc.
I’m not sure exactly all the details of how this is implemented and to what level of investment they are supposed to give back to the communities, but the Office of the Comptroller seems INCREDIBLY inadequate in its regulation. What is starting to become apparent is that there are regulations and provisions passed by the legislature, but they don’t get funding, and aren’t enforced. Everything needs review, and analysis of effectiveness. This IS NOT OCCURRING.
The Community Reinvestment Act of 1977 was supposed to ensure that banks invested in a way that their communities supported. Somehow, the Occupy Wall Street movement is the public feedback mechanism that can show the government that no, they have not been investing the way we would like. For example, mountain top removal mining is funded by banks, so are most of our fossil fuel industries. I’m certain with some research an imbalance in the amount of money going to small business compared to large corporations would be discovered.

Have you ever heard of Reaganomics? He deregulated so much… this is not limited to economics. Ronald Reagan also delayed research on alternative energy sources. He emphasized research and development, rather than implementation of new infrastructures or analysis of current energy sources. It’s not a big deal — many of the policies are in place. But we need to find them and then hold the government accountable for initiatives they developed. But then again, the structure of the Department of Energy is going to have conflicts with its structure so polarized and invested in contrasting issues. The organizational structure of many parts of the government is very ineffective and not conducive to dialogue from different areas of expertise.
communication problems are usually solved by communicating. people have to understand everything is a rough draft. but, the world is run by bullies. most bullies are stubborn & can’t be convinced they are wrong. & so, absolute power corrupts absolutely. (but the wisest man knows he knows nothing.)
